School Voucher Report Makes Use of Phyllis Wallbank's Discussion on the Developmental Stages in Education On Monday February 28, 2000, the Washington Post reported the results of a study of the effects on children who transfer to private schools using the school voucher program. Young children in the District of Columbia improved in test scores, but surprisingly older children tended to do worse. Patrick Wolf, one of the co-authors of the report who had attended Wallbank's workshop in January, made use of her account of the developmental stages in children to explain the difference.
